Commercials are about getting people to spend money, or if they already don't have money, to borrow money and preferably at high interest, that they can spend. So, you want to put something on the air between the commercial breaks, that targets what you hope is a collection of predominantly fiscally irresponsible people. Ergo, the Chick Talk format. Play the music or talk the talk of people who have no clue how to manage money.
