New towers at I-64/I-255

Who put up the 8 towers (2 lines of 4 towers running ne/sw) just off the I64/I255 interchange near Caseyville?

Yup,

Going from 5KW Non Directional Days and 5KW/8 towers to 6KW Day/2 towers (with what looks like a null to the NE) and 3.5KW night off 8 towers.

The night patterns are nearly identical from old to new..

My guess for the downgrade in power when they moved the towers, is that they were somehow grandfathered in with the old pattern.
 
Why would anyone downgrade power and keep the same number of towers in the process? I can see the logic in reducing power if it means also reducing the number of towers needed, but in this case, they are still using 8-towers, so what's the advantage?

The tower site actually changed.. it moved several miles, and I'm guessing that, with the move, they lost some sort of grandfathered status with regards to protection and interference to/from other stations
