New Translator on 95.5 Manahawkin

I would like to know if there is a rule that states translators cannot overlap one another. The reason I ask is because the WXHL, Village Green site at 103.5 comes in very strong in Philadelphia, where their other site on the PSFS building at 97.1 is located in Center City. There was a time the unit on the PSFS building would just pick up the signal at 103.5 and rebroadcast it, I know because on certain trop days you would hear various stations coming in on 97.1 interfering with the 103.5 signal. So in a nutshell both frequencies are heard well in the same area.
 
Stations can block translators even in the 40 dBu. Thunder 106 forced the 106.3 translator in Manhattan to shut down twice. WPLJ will want to shut down the translator if listeners complain. Radio 104.5 will certainly complain about the 104.5 translator.
 
Manahawkin is 75 miles away from PLJ! There should be no problem with the translator, as it will probably fade away by the time one reaches Forked River
 
I see Mr. JerseyShor is mentioned in the translator owner's rebuttal to the petition to deny the 95.5 in Manahawkin. lol

Perhaps the translator owner should just offer to buy him a smartphone just to appease him, just like a translator in Detroit tried to do to 13 people who complained about it.
