New USB radio tuner/audio tivo

This little puppy is a good thing in the PPM world as it may help at work listening.
It also has "tivo" capabilities. It will record a scheduled time and save to your itunes for later listening.

This brings me to a technical question I have not been able to get an answer to.
Do the PPM devices record the time that IT is hearing the program or is there a time stamp coming from the broadcast side?
If a 2pm program is recorded and listened to at 6pm, does PPM register that as 2pm or 6pm?

This is important in that a time-shifted program recorded in this manner may or may not get the proper PPM credit depending upon the answer to this question.

Nobody has an answer?
This is troubling as I've tried to get an answer from Arbitron about this but have gotten no reply.

This is important in that a popular radio program might the kind of show a listener would schedule
to record on a regular basis on such a device. I am assuming the recording off air will include the encoded PPM signal.
So when the program is listened to at a time other than when it originally airs it is important to know if the PPM device registers
a general PPM signal for the actual time they are listening, or if the PPM device detects the time the program was originally broadcast.

Anybody?

Good question. I'm not sure what rules apply, so I asked Arbitron. I will post the response. There are verious issues involved, including the fact that the on air broadcast encoding will be recorded, not stream or podcast encoding. And if the recording is listend to in bits and pieces, do the normal PPM edit rules apply.
