New Weigel service called TouchVision; Where is it? What is it?!

Can anyone tell me which channel a new service Weigel launched on Monday called "TouchVision" is appearing on in Chicago? I was paging through my cable's digital subchannel section tonight and stopped on what had been Shorewest TV (time-buy real estate listings) on WDJT-DT4 in Milwaukee to find this channel had replaced it Monday morning. It looks like Weigel isn't producing it, but letting them use their subchannels in Chicago and Milwaukee as a testing ground for the network.

So far all I can describe it is...bizarre. Like if you've been in an Arby's and seen their looping channel of music videos, news and weather, or in a taxicab? It's like that, but even more so. They take wire service and archive video and mix it around, such as for a description of the George Zimmerman trial, they opened with a parody of the Law & Order opening using the lawyers and judge. Then they had this guy giving odd commentary and some kind of celebrity crime segment, then a segment where WDJT's weather imagery was shown for three minutes.

Honestly I have no idea what to make of this format and I'm interested to see how it plays in Chicago, or anywhere. It's an improvement on the repetition of AccuWeather and the robo-local news channels (and of looping real estate listings), but the presentation is going to take a lot to get used to.
