Nexstar in Tucson

Now that Nexstar is allowed to take over Tegna, I see a weird situation in Tucson. So Nexstar already owns 11 and 18 but Gray actually runs the stations? Why would Nexstar do this?

Didn't Nexstar, Gray, and Scripps engage in multiple station swaps late last/early this year? If I remember correctly, the courts struck down the prohibition on Top-4 stations combining, and the three decided to swap out of markets where they had weaker Top-4 stations. The idea was that getting the third or fourth ranked stations in a few markets was better than getting stuck with the fifth and sixth rated properties or being left with just one station.

My guess would be that 11 and 18 were some of the stations Nexstar and Gray intend to swap.
