That's what the team's home market station is supposed to do.
Back in the 90s when NBC carried the AFC, Miami NBC O&O WTVJ "NBC 6" would air no games when the Dolphins' game was blacked out (which happened almost half of the time back then). That was not the case with secondary markets; they would air another game in place.
Though instead, the games in Jacksonville will be flipped-flopped -- WTEV will be showing CBS's late game, New England at Dallas; while WAWS (Fox), which originally scheduled to show Carolina at Arizona at 4, will be showing Washington at Green Bay at 1PM instead. Again, as prescribed by regulations.
