Just seeing out there what the reasons were for not having HD-3 Channels. I live in the Cleveland market, and have not found one stations that has the HD-3 Channel. PD's out there any reason for this?

You got that right!
They don't need to run a 32K stream - I suggest that they run only a 16k mono stream of their local NOAA Weather Radio station, with the occasional positioner: "NWR brought to you as a public service on WZAZ-HD3; for more weather and traffic information, listen to WZAZ-HD1...".
IMO, this kills several birds with just one stone: you get PS brownie points for operating in the public interest and safety; you exploit one of the advantages of HD radio (substreams), and you can promote your main channel, or even your AM News/Talk on your HD either with a voice ID or simply on the PAD display. It would cost you next to nothing to do too (if you already run HD-FM).
Now, could you get iBquity to waive any fees for an HD-2 or HD-3 stream that is strictly a public-service like airing of the local VHF NOAA WX Radio Channel on your HD? What is iBquity's expectations of revenue-sharing of a non-revenue stream?

Is that what they are REALLY charging? Anybody know what the licensing fee structure is and dare to post it?

I got a postcard from Ibiquity a few weeks ago, and the rates for the basic license are exactly as OKCRadioGuy reports.
I fairly sure the current "revenue sharing" programs as well as the complete contract are available for anyone to see on the Ibiquity web site. For a small broadcaster, it is not very appealing. YMMV

Too bad the FCC didn't invent IBOC. The licensing fees for Digital are higher than most stations pay for their broadcast licenses.

To maintain the best use of the broadcast band ( now "AM") given its characteristics and behavior.
BY design, planning, sharing, directionals, and enforcement that goal was foremost through the 60's.
But by mid 70's, the FCC had turned its back on AM enforcement. It's all about the money since then.
iboc is like a can opener with safety blades made of rubber.
Works about as well as you'd think it sounds like it would..And who asked for a rubber-bladed can opener, anyway?
I'm afraid FM-HD's problem will be how well that 2nd or 3rd channel shows up from navigation viewpoint of the operator,
whether that be the human or the scan/seek function.
The navigation from multiple button-pushing on the RS Accurian to get 2s and 3s is clumsy and acts weird.
It means that how get "sub-folders" that open now, and you can't just click down four times to get Kxxx.
It would be 6, clicks, or whatever, to get out of the 3rd hd, then 4 channels over.
This will confuse enough users to hamper adoption by just not understanding
how to navigate the 2s and 3's, even though they know they are there.

Per some of the postings on, "Mr. Haney Now Selling HD Radios", I believe that Ralph & Malph must have had a hand in hiding where to look for all those "stations between the stations" on your radio, Tom.
That dynamic duo certainly had an impact on Oliver Douglas' home! I, too, will never be able to watch another episode of 'Green Acres' without giving thought to Mr. Haney and a truckload of "brand spankin' new radios that are available at an unbelievable price today only."
