The FCC has a strange agenda when they do exactly nothing to serve their duty they were incepted for:
To maintain the best use of the broadcast band ( now "AM") given its characteristics and behavior.
BY design, planning, sharing, directionals, and enforcement that goal was foremost through the 60's.
But by mid 70's, the FCC had turned its back on AM enforcement. It's all about the money since then.

Works about as well as you'd think it sounds like it would..And who asked for a rubber-bladed can opener, anyway?
I'm afraid FM-HD's problem will be how well that 2nd or 3rd channel shows up from navigation viewpoint of the operator,
whether that be the human or the scan/seek function.
The navigation from multiple button-pushing on the RS Accurian to get 2s and 3s is clumsy and acts weird.
It means that how get "sub-folders" that open now, and you can't just click down four times to get Kxxx.
It would be 6, clicks, or whatever, to get out of the 3rd hd, then 4 channels over.
This will confuse enough users to hamper adoption by just not understanding
how to navigate the 2s and 3's, even though they know they are there.
