No KIRO TV for viewers in Canada

For quite a while now, the KIRO-TV feed on cable systems in western Canada has been an endless loop of informercials (usually for doctor ho). This problem does not exist on other Seattle stations that are also carried on cable. Before this problem started, KIRO would typically run public service announcements during their commercial breaks, but now it’s nothing but “commercial breaks.” Most of the shows are carried on local networks, but it’s definitely problematic if you want to watch news or other local content.

Is this the result of some sort of fault with simultaneous substitution?
 
Maybe they do not have a retransmission agreement in place and they are just running crap until they can either replace the channel or agree to a carriage contract

I would definitely say someone's contract ran out!
 
Interestingly the issue appears to happen when KIRO is running local content. When national content is on from CBS, everything is fine (as long as the program isn’t one that is simultaneously substituted). When KIRO runs the local newscasts or reruns of shows like Judge Judy, the channel gets stuck in an endless infomercial loop (with occasional examples where the programming returns to the actual feed). Is that an example of a contract issue?
 
So the cable operator has a deal to run the CBS west coast feed and in hours where there is no national content available to air, they run infomercials in place of the local content.

I bet you don't see a KIRO logo or station ID at any time.
 
Does KREM-2 look like this for viewers in eastern BC (not getting KIRO) or in Alberta?

As of today, local programming from KIRO has returned (complete with news promos), but actual news programming is still covered up by doctor ho.
 
The Canadian model may be seeing more profit from local or national buys resulting in KIRO the odd man out. Just speculation on my part.

Related: I remember as a kid Vancouver stations were on cable in areas north of 145th. But then the viewers that had cable were who had poor OTR.
