The FCC has ruled in favor of Cox Communications in a dispute with KMOH in Kingman over "must carry" status in Maricopa County. Cox will be allowed to exclude Maricopa County communities from carrying KMOH, even though Kingman is in the Phoenix DMA.
The long and short of it is that 1)KMOH doesn't put a grade-B signal into Maricopa County, and 2)KMOH has virtually no programming that would be considered of local interest to Maricopa County. KMOH's programming is identical to that of KBEH Oxnard CA, with the exception of a one-hour program weekdays produced in Kingman.
