That has been going on for many years. Irma, in 2017, severely damaged the coastal infrastructure and Melissa last year further damaged the power system... which had never been fully restored after Irma.The islands power grid has collapsed once again and no one has power there now
Interesting facts:Already decrepit Cuban physical power infrastructure combined with no fuel for generating electricity. There is a complete oil chokehold on the island.
We might be seeing the final days of the Cuban government in its present form. It has not been this close to total collapse since the 1959 revolution. Will be fascinating to see what happens next, though there will be a lot of trauma the Cuban people will have to endure.

People have either emigrated or avoided having children in Cuba. So all they had to do was sustain the infrastructure, not expand it. Yet in the last 20 years, China has rebuilt the entire AM and FM system in that country, with about 300 total stations on the air now.
This is more of a political subject, but Cuba was highly involved since the early 60’s in fomenting revolution… of the armed kind… all over Latin America.But the U.S. did not blockade China like it has blockaded Cuba so I don't really think the comparison is fair. To me, the ultimate question comes down to: do we, as a country, have the right to destroy other countries simply because we don't like their leadership. (Of course, this is much broader than radio or media and I won't go any further into the topic.)
