NO Reason to Sell-Off/Auction TV Spectrum!

Why doesn't the FCC CANCEL the pillage and auction of the US TV spectrum?

The Wall Street Journal today (February 18, 2015) had a headline
that read:
"Verizon Says It Has No Need for Large Spectrum Acquisitions

After winning $10.4 billion of wireless licenses, will focus making more efficient use of spectrum..."

So, in other words, after the AWS auction, and decent technology,
in addition to DISH Network spectrum squatters,
there would appear to be plenty of spectrum without abuse of the HDTV band, is there not?

What am I missing here?
 
You're missing nothing and if Verizon doesn't play, the projected amounts being put forth by the FCC may not be close to materializing. If the bids are a fraction of the amounts, many owners may say no thanks.
 
Verizon may not want more spectrum, but other wireless companies do. AT&T has hinted at starting its own mobile video service.
 
They may conceptually want it, but without several bidders driving up the price, TV station owners may conclude that they are better off retaining their businesses.
