We have no idea what this sign near Bradenton, FL is all about
but it most assuredly has nothing to do with that shortwave station by the same name that we all remember.
Perhaps that woman with her arms spread out might know...nah, she has no idea either.
 
VOA is a community service group, with affiliates across the country. It sure gets my attention when I see the logo, though.
