Noggin and VH-1 Classic

I noticed this morning that Noggin and VH-1 Classic were added to the regular line-up. Those two channels used to be on the digital line-up. Noggin was added to where The Travel Channel was and VH-1 Classic was added to a empty channel that used to have ESPN Classic put they moved that to digital cable last month. My question is why is Noggin and VH-1 Classic being moved to the regular line-up away from the digital one? Does Viacom have anything to do with this as they are both owned by Viacom. My cable company is Time Warner Cable.
 
Myrtle Beach, SC. The line-up is the same up and down the Grand Strand for cable channels only difference is the local channels.
 
Both channels are on TWC's analog lineup here in Columbia, SC as well. I think the reason that VH1-C and Noggin had moved over to analog is because both channels had started to run regular advertising.
 
Time Warner/Charlotte moved ESPN Classic from analog to digital last month, but still no sign of Noggin or VH-1 Classic on analog. I believe TW has uniform channel placement in all of their SC systems, except for the local broadcast tier, so I assume the change has been made throughout the state.
