Noise levels

What is a standard level an AM signal would need to be listenable in both cars and homes? I know that some larger markets require 10-12mV/m just to get a diary mention, but what can mid-sized markets expect to need in order to get listeners?
 
Just fired up the FIM. I see 1 mV/m indoors at night power...little fuzzy but alright.<P ID="signature">______________
