Noise on WTIC-AM 1080 Hartford?

What is with all the noise that's all over WTIC-AM 1080 Hartford during thie day? The station sounds awful, whether it's on my home CD stereo or on my Panasonic CD player/radio ("Walkman") while out and about. Is this the dreaded IBOC I've heard about? If so, what purpose does it serve? It also destroys the chance of fine tuning a station nearby on 1060, 1070, 1090 or 1100 AM. I think the same is true with WBZ-AM 1030 Boston during the day.
