Take a look at Autogram's Mini-Mix 12. Well within budget.
Comes, as I recall, with inputs for two mics. I vaguely
remember there being an option for four mics but couldn't
find it in the brochure. The board itself is a couple
of thousand miles from where I am just now so I can't even
look at it...let alone read the manual. Has a built-in
hybrid though a little unconventional, it does work well.
Start buttons provided for machines.
Each of the high-level sliders supports
two inputs; one balanced (screw terminals) and one
unbalanced (RCA connectors). Installation is easy and
fast. I used one at an AM/FM because the I/O setup was
perfect and the physical size was like it was designed
for the limited space available. So far, in service for
six months without any difficulty.
Depending on how you plan to use the various players, you
may be able to scoot by with their 8-input version and save
more bucks.
In a perfect world you might use AudioArts (Wheatstone)
R55 but the physical sizes available are quite a bit larger
than the Autogram and the price m u c h higher.
If unbalanced is OK for your high level stuff in all cases,
look also at AEQ. It was a close second when I had to choose.
For my own stuff, I use a $99 Behringer and love it but I
would find it hard to use for live on-air. Maybe, if you're
going to build a station, you might want to consider the
smaller Autogram for the air studio and the Behringer for
a small production room???

Even if it has just two mic inputs, consider using it plus a $99 Beheringer
upstream of one of the high-level inputs so as to have two on the main
board and another five cascaded. How often will you be using all of the
four that you specified? I have done an installation using the B-Board
upstream of an R55E to add mic inputs AND to create stereo micing for
recording live musicians.
