I was asked this by an associate who wanted to know if the "New Entrant Credit" historically offered in FCC FM auctions would apply to a non-profit entity who held no licenses and whose board had no broadcast interest, or if it was only applicable to individuals and companies in the for-profit sector? Could a non profit bid on a license, and as the successful bidder receive this credit?
