NY DMA question

i have been hearing rumors that monroe County PA might be annexed to the NYC DMA in 2010. I do not know if this is true. Can anyone clarify this.
 
I doubt it, the Wilkes-Barre/Scranton stations have reporters based in Stroudsburg, and reception of many of the stations are nearly impossible since several digital channels are using channel numbers occupied by NYC locals, like WBRE-DT (11), WYOU-DT (13), WSWB-DT (31), WVIA-DT (41). And after the transition, even more channels will be occupied here. Not to mention that a signifigant portion of the county is in the grade a and grade b contour for the Wilkes-Barre/Scranton stations.
