To my knowledge, at present there are three "minority" owned stations:
WLIB (AM Gospel) and WBLS (FM Urban AC) Both owned by Percy Sutton's Inner City Broadcasting
WWRL (1600) rents most of it's time to Air America.
WBLS has done very well here in NYC for approx 35 years, I don't see PPM changing that.
The two AM's have long struggled, here I also don't see rating methodolgy affecting that.
There is one area; Latino formats that
might be affected in that a portion of this audience is here undocumented and might be reluctant to participate in a survey. Ofcourse that was true for diaries as well.
Sanford Moore, a KISS-FM radio personality, also denounced the move, saying it could "signal the death of minority radio as we have come to know and depend upon it," particularly as a way of learning about news stories.
As the owners of WLIB and WWRL have discovered first-hand the minority (black) audience is for music, on FM and those stations unfortunately have little news coverage anymore.
Christine Quinn is likely contemplating a run for Mayor, throwing some attention to minority broadcasters helps with future coverage.
It also might help sooth hard feelings left by the rancorus (and bizarre) debate over naming a Brooklyn street after Sonny Carson:

Sorry for the Post link, this whole debacle was really something out of the the third world including a death threat by Charles Barron's chief of staff Viola Plummer (think of a angry, militant Moms Maberly working for some African potentate) Quinn has her hands full trying to make peace with this bunch.
