NYC: Reduced power for FM HD at night?

Lately, in NYC I've been noticing that at ~1:45 am, WEMP 101.9 turns off its
HD1 and HD2 signal, and several other stations (WKTU 103.5 and I think
also WCBS 101.1, and perhaps others) seem to reduce their HD transmit power,
anyone know about this?

could it be that work is being done at night on their tower?
 
They turn it off completely when they go to the backup at 4 Times Square. It's not worth it to have a backup HD transmitter.
