It is actionable. It's in the same vein as Troy "star" Torain's threats to rape a child, I wouldn't expect that he would do such a thing, but in the mass of morons that listen to such shows, there might be some that would act on this.
Legally, it could be seen as incitement both by law enforcement or victims and they'll be coming after the host and the station. You get rid of somebody like that, fast.

It's not actionable or illegal at all. He made no specific threat to any one specific person. Your trying to use tie the example of Troy Torian and this is utterly ridiculous. There is no "incitement" of any kind. You don't know much about law or radio do you?
