There's an application for a station at 91.7, C.O.L. Oak Hill Maine.Is there such a town? The FCC map shows the transmitter in Scarborough which has a neighborhood called Oak Hill.

Oak Hill is a neighborhood within Scarborough.

Remember it doesn't need to be a town, but a "census designated place" per FCC rules.

Look at Mount Washington. It has it's own Zip Code and qualifies as a CDP.

Another example is "York Center".

There are many of these around New England and the country.
