It originally was known as the "Indecency War" (or something very
similar) Board. Later, it morphed into a general place to discuss
various FCC policies. The post in question might have fit there
or on "Coast-to-Coast" but the original poster sent it to both
the "FCC Policy Debate" and "Engineering" boards. I kinda flipped
a coin as to which of those boards to move it but, since it was
already on the FCC board I shipped it there and asked the moderator
of that board to delete the duplicate which had not attracted any
replies.

Sorry, I was not aware of the rules. I originally posted it in FCC Policy Debate first, but after a few days of no replies I thought it might generate more response here.
