Oddity with COX Cable

My mom has 3 TVs. The main one in the Family Room is hooked up to the Cable Box. The ones in the bedroom and office are not. They are HDTVs. With the box Eyewitness News Now is Channel 801. On the TVs without the box it would come in on Channel 3.3 just like if there was an antenna hooked up to the TV instead of cable. For whatever reason for the past few weeks When going from Channel 3.1 to 3.3 , Channel 3.3 doesn't come on and it reverts back to 3.1 Eyewitness News Now is fine on Channel 801 with the box.
 
The Oddity in RI is as follows:

ESPN 2 is on channels 29 & 1029
ESPN is on Channels 30 & 1030
Those should be reversed

Then you have CSN and NESN on channels 55 & 56

This has been a pet peeve of mine ever since I moved here from Stoughton Ma about a year and a half ago.
