Oldies In DC- Baltimore Area

Hi Baltimore and DC. It has been about Two years now that WQSR switched to Jack, and a little over a year that WBIG went to Classic Rock - Classic Hits. I has wondering If the market would get another 60's and 70's hits station similar to WOGL in Philly. I once noticed that WSOX in York-Lancaster hit the botton on the abritron ratings in Baltimore one time in 2006. Any thoughts on this.

WOGL would not still be Oldies if another station had not picked up Adult Hits (Jack) first.
WBIG runs Oldies on their HD2 channel.
York is due North of Baltimore and WSOX gets a good signal into Northern Baltimore, Harford and Carroll Counties. Their signal also gets into Cecil County and they've even showed up in Wilmington ratings.
 
The only oldies station I know of still in range would be Q96 out of Fredericksburg. You can catch it in the southern half of the dc area, once your out of range of Baltimores 95.9
 
What I can't figure is why WBIG decided to a more rock-oriented sound when they decided to update their music.

One of the great points of the Oldies format is that the playlist can be 40-50% by black artists, and that's important in markets like DC and Baltimore with a high percentage of African-American listeners. I'm sure WBIG had been on the pre-sets in many cars with Black drivers.

But WBIG moved so close to Classic Rock that I'm sure they lost most of their minority listeners.

I understand that playing Rag Doll and Surfin' Safari in 2007 is not practical... the audience is out of the 25-54 demo. But why not just move to a more 70s/80s hits format with an occasional Beatles or Motown song? Why add so much Doors and Stones music, while eliminating much of the African-American artists?

I don't understand this progression.
