Oregon Broadcaster Fined for Kids TV Reporting Error

Hasn't the FCC got anything better to do? This is a translator we're talking about, a translator of a station for which the E/I reports were filed.

KLSR-TV has nine translators in total. Does the licensee have to file a separate E/I report for every single translator?
 
That would be a big OUCH! for KUTV, KTVX, KSL etc. who some of the SLC stations have 100 xlators in three states.
