A hispanic format but all announcers,and all spots are in english. The music is mostly in english. The cultural events would still be attended to. It would be a "reaching out" from the other direction. Why not? If other media outlets (ABC,Clear Channel) feel there is a market in hispanic audiences,why don't hispanic broadcast entities try to appeal to non-spanish speaking listeners? Their market appeal may grow. Will it be a stubborn refusal along the lines of it's spanish language or nothing?

It appears he is proposing an idea,not a station in particular.
 
Maybe I'm mis-reading this, but it doesn't seem to make sense. A hispanic station with English announcers and "mostly English" music that "attends to the cultural events" (I'm assuming Hispanic cultural events) that appeals to non-Spanish speaking listeners as programmed by Spanish language broadcasters in order to "reach out" to non-Hispanics the way that C.C. has reached out to Hispanic listeners.

In effect, you're proposing a hispanic station with English programming that takes into account Hispanic cultural events that appeals to non-Hispanics that is programmed by Spanish language broadcasters.

So who is the target audience?

I believe many non-spanish speaking listeners would. It is an untapped audience and it is possible that it could conceivably go a long way to a better understanding between the cultures. I am also a strong believer in English SAP channels for spanish speaking TV stations. One way is no longer the only way to go.
