OTA TV signals

I live north of Jasper and even before since the repack channel 8 has been a mess. We get the other Atlanta stations just fine except 5 has issues after sundown after the repack. The State also owns WNGH Channel 33 virtual 18 WNGH in Chatsworth. which was fine until the repack. The FCC site shows a construction permit for 4. When I scanned my TV after the repack I know my TV did the old 2-13 because 11 (10) is just fine. The FCC site shows they have had issues and are running at 70 something percent of power, but I am well within the reduce 25 db. Is there another issue?
 
Channel 8 hasn't repacked yet; they will do so, moving to RF 7, by July. WNGH should already be transmitting on RF 4.
