Other country's purchasing/leasing time on LA stations?

I know China Radio International has been leasing signals around the country to rebroadcast their CRI programming.

Did I hear that VietNam's "Voice of Vietnam" VOV5 (or was it someone else) is actually leasing time on an LA station?

I know many stations lease time to foreign language programmers, but in the case of CRI and VOV this is the actual government of those countries placing their programming on US stations. (Radio France International RFI did this a few years back as well.)

Anyone heard anything about the Voice of Veitnam leasing time?

Have not heard of Vietnam leasing time on an LA market station. While not an LA station China leases most of the day from 1370 KWRM which has decent San Gabriel valley coverage daytime.

KWRM has 5000 watts days, 2500 at nights and (according to Wikipedia) is indeed largely time brokered. However, it is in Corona, which is part of the Riverside/San Bernardino market. Although it is no doubt audible in parts of the San Gabriel Valley I would compare it to KTIE.

Vietnamese broadcasting is largely connected with KALI, at one time in San Gabriel but now in Santa Ana. As far as I can tell they are not heavily involved in time brokerage, if at all

KWRM does cover Riverside but not San Bernardino. 5 towers highly directional with the major lobe out to Pasadena. When the calls KALI were in san gabriel it was on am 1430, now KMRB with KALI am on 900. KALI fm 106.3 is the former KYMS Santa Ana. I thought KALI fm was totally time brokered. Its website indicates Vietnamese and Japanese programing. 1480 KVNR is also Vietnamese.

Liberman's Little Saigon Radio, KVNR 1480, was the first all Vietnamese station in the area, and is still, I believe, the billing leader.

As a kid I remember trying to get on with KCNA in the San Fernando Valley. Little did I know it was the North Koreans.
