Outstanding FM Catches in Pierre, SD

While on a junket in South Dakota, I made some incredible FM Stereo catches today. I head WGRR/Cincinnati, loud and clear on 103.5. I also picked up "Detroit's NPR Station," but I wasn't able to catch the frequency. Finally, I heard some programming in French on 102.3. Does anyone have any idea what that could have been? Perhaps from Quebec?

Hard to say.

There are three French-language CBC stations on 102.3: Saint John, New Brunswick (by far the most powerful); Marathon, Ontario; (probably too close to Pierre for skip) and Windsor, Ontario. (but the Windsor station was VERY recently authorized and I'm not at all sure they've finished building it yet) All three are on the Premiere Chaine network, which is mostly spoken-word programming - only small amounts of music.

There are two French-language non-CBC stations: CINQ, a community station in Montreal; and CIGB Trois-Rivieres. (chr)

You didn't happen to notice whether it was in stereo? CBC talk stations (both languages) do NOT run the stereo pilot, which tends to stand out.

If Windsor is on the air, it was most likely that.
 
I do not believe it was in stereo. Unfortunately, I do not know any French whatsoever, so I couldn't identify anything from the talk that was on the air. If the Windsor station is up and running, then that makes the most sense, since I picked up Detroit a couple of minutes earlier.
