Pan American Games:ESPN Coverage

I wouldnt mind watching some of the ESPN coverage of the Pan American Games....but my Spanish is a bit rusty. Would someone enlighten me as to why they are airing the Spanish feed (with a broken English intro at the top of the show...by a host who abruptly wove into spanish to explain why, for about 30 seconds, he had to speak English)over the main channel? And if you're going to do so, would you please provide English on the SAP channel. Thank you.
 
Was this the games the Ted Tunner initiated when the 1980 boycott happened of the Olympics, or did Turner have a different set of games? What were they called? Are they still in existance?
 
The Pan American Games have been held every 4 years, since 1951.

Ted Turner created the Goodwill Games in 1986 in response to the Soviet Union boycotting the 1984 Olympics in Los Angeles, which was 4 years after the US boycotted the 1980 Olympics in Moscow. Those were held every 4 years until 1998, after which Time Warner took them over and moved them to Australia for 2001, which was the last of those.

I also think that if some English-language programming can have Spanish-language SAP, then it stands to reason that Univision ought to offer English-language SAP on their programs.
