For folks who do not have cable, Pluto TV in the U.S. gives them a wide assortment of channels. They're not as good as cable channels but for something that's free, it's a good alternative. Pluto is owned by CBS and it offers newscasts from many large market CBS-owned TV stations. There are a few hundred other channels as well.
So it will be interesting to see what is offered on Pluto Canada. Cable and satellite TV is used even more in Canada than in the U.S. because Canadians want to have access to U.S. channels which most Canadians can't get just by putting up a TV antenna.
There is also no widespread use of subchannels on over-the-air channels in Canada. In the U.S., nearly all TV stations run something on their subchannels: Me TV, Antenna, Dabl, Buzzr, Decades, Movies!, etc. But I am not aware of any subchannel networks in Canada, either on the CBC or on privately-owned stations. So if Canadians cuts the cord, they'll currently get little for free, other than a few over-the-air channels.
