Interesting observation!
A group dissussing AM Dx recently posted a report of a "commerical sounding" spanish AM in New Haven on 1620. Perhaps this is what the TV ad was refering to? I believe the FCC part 15 rules say that any legal programming can be aired, so assuming they don't swear and do have a letter of permission to rebroadcast from the primary station they might be OK. Does this make sense?
I live east of Htfd and I'm not hearing WLAT on 1620. 1610 has the Ct DOT highway advisory broadcast, 1630 the relatively new W. Hartford FD TIS, and 1640 that "pirate".
IMHO there is no way that the 1640 signal is produced by a properly installed and adjusted part 15 transmitter . . . it is just too strong and covers too large an area.
Getting back to the West Hartford FD 1630 station, they have been running typical fire department information as well as NOAA weather radio during storms since they came on earlier in the year, but recently I heard them announce that they would be carrying town council meetings live! I checked the regs: Tis stations cannot broadcast music or commercials, but apparently they can, in theory, broadcast town meetings. Has anyone ever heard of a TIS station originating this kind of programming?
Lastly, does anyone know what is up with WTIC-FM's signal the last couple of weeks. It seems to be somewhat weaker than normal out by Storrs and up near Stafford Springs.
