Patriots 5th Quarter

Who can we email to get Patriots 5th Quarter shown in Providence?

The simple solution would be to show it on MYRI-TV. They are part of the Patriots preseason network. Also, since WSBK (where 5th quarter airs in Boston) is also a MY TV affiliate, I would assume a partnership to simulcast 5th quarter would be fairly simple.

I've emailed WPRI about this issue, but haven't received a response, not even a form letter.

Contact WBZ as they produce it. The quicker (and more likelier) solution would be to stream it on their website.

That is correct. The NFL is very strict over the conditions which replay of game action can be used. Stations like WBZ pay a fortune for rights to footage and postgame access so they don't want to break the rules.
 
The Patriots 5th Quarter post game show is a production done by WBZ. It is not a Kraft Production (the pre-season games themselves are done by the Kraft people). Therefore, e-mailing WPRI does not help your cause, despite the Patriots pre-season games are aired on My RI TV. WPRI has nothing to do with post-game programming produced by WBZ.
 
I know I'm over-simplifying this, but...

WBZ/WSBK duopoly are CBS and MYTV affiliates...

WPRI/WNAC duopoly are CBS and MYTV(on the subchannel) affiliates...

I'm sure if they wanted to come to some agreement to simulcast 5th quarter, they could do it no problem.
