Payola to put licenses in jeopardy?

In today's Inside Radio, there's a story about Commissioner Copps, and perhaps Commissioners Adelstein and Martin, feeling that licenses involved in the payola settlement in New York should go to hearing.

My question is this: If the licesnses were to go to hearing and in fact be revoked, what would happen to them? Would they be auctioned off, or would the broadcasters simply be required to divest them? I'm not personally sure what the law is, and I can't find a good precident.

Any thoughts?

It'll never happen. Nobody's losing a license here. If they did, there would be a giant auction and you could get major-market class B/C FMs really cheap because there'd be so many of them available.

I'm not familiar with this particular case. Do you know the specifics?
