Billings has a new full power analog PBS station on Channel 20. Why would that frequency have been used over the allotted VHF channel 11. Channel 11 is listed in the FCC TV allotment section of their website as the channel for an educational station.

The only listing I see for a Billings MT PBS is K20HB, a translator for KUSM/9 Bozeman. It runs 51.2 kW ERP - not exactly full power.

KULR-DT is operating on channel 11, so it is now in use as a commercial digital channel.

Since the FCC has said they will not license any new full-power analog stations unless the application pre-dated the DTV conversion process, it is pointless to consult the table of channel allocations as a reference for questions like this.
