Yes it is -- in addition to showing the required 3 hours of E/I programming each week, all stations (not just the networks) must also clearly identify it as such during the entire program. Until a few months ago, they were only required to identify E/I shows at the start of the program.

As for PBS, I thought they were exempt from E/I, as they already show more than enough of it each DAY. I guess I was wrong.
 
UNC-TV for over a year now had the E/I bug in the Lower right with a kangraoo. They now have 2 E/I logos. On on th top right and bottom right.

PBS in the late 80s and 90s had Square One and Carmen Sandiego, true educational shows, now they run cartoons with little value
