Although this is after the fact, I can tell you some more about it.
It is produced by Gannett's WXIA-TV (11 Alive/NBC) Atlanta, although in Atlanta it has been pawned off on sister WATL (36/MyNetworkTV) for the past couple of years. The host, Paul Ossmann, is WXIA's chief meterologist. They hired a syndicator to distribute it nationally. I understand it even aired in Los Angeles.
One bad thing...WXIA's news is in HD. This special was not. Looks bad when a local station can't produce specials in HD after investing in HD news.
