Phillies game on PHL17

With the Sixers on CSN-Philly and the Union on TCN-Philly, the Phillies were bounced over to channel 17 tonight. With all the news of Comcast bringing mostly all the games over to cable, did Comcast just buy the time on channel 17 tonight? With the old contract, did WPHL own the rights but just hired CSN to produce the game for channel 17?
