HBO and Showtime were negative trapped at that time based on the low channel numbers. This is right before a lot of satellite networks and they received Tucson stations off-air perfectly from a tower in Fountain Hills. Used these to fill in those unused channels. As more and more satellite networks became available, those Tucson off airs slowly disappeared.
