Picked up a pirate station yesterday while parked on Sterling Way in the Forestville section of Bristol. (My Mom went to a yard sale and I stayed in the car). It was on 99.5 and it was called Energy Radio playing Caribbean Music. (The DJ said "Rest in Peace Aretha Franklin") I never checked in Forestville, but in other areas of Bristol I usually can get Bomba-FM on 99.5, which is licensed to Clinton, but has their antenna in Waterbury (somewhere in the Lakewood Road area, I believe). Maybe this is the Caribbean Pirate station that used to be on 101.7 until W269DE (La Mega//WLAT 910) signed on.
The Caribbean one on 103.3 is still on the air, but at least at this location in Forestville it wasn't as strong as the one on 99.5 FM. The days for the pirate on 103.3 have to be numbered. Full Power Radio got approval for a translator on 103.3 for 1360 WDRC. I think it's supposed to be 250 watts from the WUCS 97.9 antenna atop City Place in Downtown Hartford.
