Pirate Cat Channel 13

I came across a website of an apparent 'pirate' TV station that broadcasts
on the unassigned vacant VHF Channel 13 in San Francisco. what programming
is run on this channel or is it still on the air? they call the station 'Pirate Cat TV Channel 13.
