Pirate in Des Plaines @ 101.5

This last sunday I was driving through Desplaines and picked up what sounded like a pirate at 101.5. Has this guy been around for awhile?
 
Every day I go to the office takes me through Des Plaines. I'll have listen today on the way home.

Maybe it's a weekender. The Park Ridge FCC field office is >this< close to Des Plaines. :D
This shouldn't last long.

What was this pirate fella was saying or what was he doing?
or perhaps maybe was this person was a part-15 micro-power broadcaster?
 
Yesterday, and this morning I've rode through Des Plaines,
I've tuned in 101.5 and there was just a silence of a dead carrier signal
without any audio.

Perhaps this might be a new radio station and maybe they doing some tests?
or maybe the station were working on their transmitter?

I recalled when WRLL Real Oldies AM-1690 were doing the same thing before
they've first sign on the airwaves by doing some tests and working on their transmitter....
 
It was a combination of adult rock and some pop. I was able to hear a promo but was too far away (south of O'Hare) to determine what was said.

Frankly, it sounded similar to the Pirate on 101.5 in Schaumburg but he is too far away for the level of signal strength.

Part-15 signals travel one or two blocks, at best, if they are observing the legal field-strength limits. I believe those limits are 250μv @ 3 meters from the antenna (which must be omnidirectional), but don't quote me on that. That's a weak enough signal that if it were atop the Sears Tower, it would have no range at all, because enough usable signal would probably not even reach the ground.
 
Thursday, Friday and today, I've heard no signs of 101.5.

On the way home from work I travel past the northern edge of O'Hare airport.

Today I punched the button for FM 89.3 WNUR and heard a full quieting signal with about 2% mod level,
with clear artifacting from a 48k or so bitstream. It sounded like reggae, but in a minute I heard the high, lilting
sound of a pop-Indian female singer (not American Indian). I bought some gas, and when I got back, threre was more Indian music,
something like a PSA or promo recorded by two little girls (totally undeciperable), then spot for some internet site....then more
music, a bit more pop but still Indian. All at an incredibly low modulation level.
The coverage was more than a legal pt 15 FM could be. I wish I covered anywhere that much area with my pt 15 AM.
At least in a high density area there are many radios closer-in.

Can't wait to see if he's on tomorrow, but jeez, turn that thing up!

I stopped using my C Crane FM modulator when it got like that....

Tom, What you were hearing is a translator. The calls are W206BL Mount Prospect, The parent station is WWBM 89.7 FM
from Yates, Georgia and owned by Best Media. They are 120 watts with an HAGL of 41 meters.

I believe this is the same company that is running a translator on 89.3 in the south suburbs. I have to agree with you, they have
some of of the worst audio I've ever heard on a radio station.
