Pirate in Somerville?

Does anyone know of a pirate or legitimate radio station in Somerville on Winter Hill? I was driving along Temple Street and noticed (through a window) what looked like someone talking into a microphone on the 2nd floor of a building near Broadway. I also noticed an antenna located on top of the billboard located on the roof.
 
When I saw the person talking into the microphone it looked like a radio studio, then when I saw the antenna on top of the billboard it peaked my interest. I've heard pirates off an on in Somerville, this looked like someone was doing a show. When I drove by later the shades were down so couldn't see in the window.
