Pirate on 101.7?

Scrolling around the dial this morning in East Philly a little after 5:30, loud and clear on 101.7 was a non English (I want to say French) breakfast-news type broadcast with what sounded like a "Caribe FM" tag after what sounded like a news report. Checking now, all I'm hearing is a static-y 101.5.

Anybody have any idea as to what I was hearing?
 
I have heard this caribe pirate before. He was also broadcasting on 94.9 and 101.7
