Purple, you are absolutely right. FCC rules say a non fill in translator between 92.1 and 107.9 must receive its programming over the air. Ahile back somebody PMed me about this, claiming that KHCB -- with dozens of translators scattered all over -- is violating this rule. Anyway, I called a friend with the FCC in DC and was told that these types of waivers are routinely granted for nonprofit broadcasters. Here, all I can find for KNLY is a studio waiver -- and for some reason the actual written authorization document is not available to the public. Hmmm...
