I imagine it's the same pirate that's been operating on that frequency for at least a decade now, pretty much non-stop except for a couple of FCC shakedowns a few years ago. They operate out of the heart of Liberty City last I heard. I've heard them do everything from sponsoring local street festivals to running ads for local businesses, along with playing the uncensored version of lots of old/new hip-hop. It used to be/still is run by "Bo the Lover"?
