Pirate on 98.3 near Reading?

It started monday afternoon when I was searching around for some sporadic E, I heard someone speaking french nonstop for about two hours, apparently talking to someone calling in, also in french. By 4:30pm or so, some vaguely religious international music was playing. Signal isn't strong but very consistent along 222 between Reading and Blandon. I checked again just now (10:20pm Wed) and it's still there. There have been no commercials or IDs at any point.
 
I get pirates are possibly bad. If they are not within bandwidth limits then that causes problems.

On your third replay if it sounds terrible they are probably 75 khz or 100% mod.
