"Pirate" On-Line Complaint Form

Some of you may have seen this already on the DIY site. It seems the FCC is now making it easier for licensed broadcasters and others to file complaints against "pirate" broadcasters.

Whether this will help in busting "pirates" remains to be seen, particularly since the FCC field offices are supposedly already overburdened.

It's got to be a joke! There was a pirate operating on a lower first adjacent channel from a local, licensed FM station and it took eons for the field office to come down and try to confirm it - and then when they got down here the pirate wasn't operating.

I think the only "pirate" the FCC will take immediate action on is going to be one whose signal causes an issue that threatens safety (such as with aircraft transmission). The FCC is understaffed and underfunded so it's no surprise they have limited resources.
 
I wish they had been understaffed and underfunded back in 1991 when I was a pirate.
Of course, I was only 10 miles from the Park Ridge, IL field office.
I still have "problems" with them using a propane torch to destroy the battery clamp on my 1966 Plymouth the night they visited me.

This seemed to be OK with them, and the Chicago Police department who accompanied them.
At least after inspecting the handbuilt transmitter, which totally flummoxed them, they betrayed a measure of respect and confiscated nothing.
I long dreamed of using a wrist rocket sligshot to send the dismembered battery clamp through their plate glass window on the parking lot side of their building.

At 100 watts on 7.415 mhz I infringed on no established station, but they were on me in a few months.
At that time they seemed to have a real ha... excuse me, "affinity" for SW pirates.

I don't think anyone would have complained, unless I was coming in over someone's garbage electronics.
All my properly engineered electronics did NOT receive any interference on any broadcast frequencies and my harmonics were
well suppressed.

The Los Angeles field office, located in Cerritos, CA, has a foyer with a tiny window made of one inch thick bullet-proof glass. The staff deal with walk-ins through this glass (kind of like a teller window). I have no doubt many have felt the way you did, hence the need for the glass.

I can see this on-line reporting tool potentially being used by licensed broadcasters to harrass part-15 broadcasters. This makes it even more imperative for a part-15 broadcaster to run a "clean" station.

Or, the online form for an LPTV station that's operating at half its licensed power?

Or, speaking of Part 15, the form to complain about religious zealots who apply for (and get) licenses to put 895 billion FM translators on the air just because they can and clog up every FM frequency just to reach a few thousand more wallets, er, uh, converts per translator? I promise you, I'll be the FIRST to fill THAT one out...bank on it!!

Excellent point, db. And I would say "Let 'em try it." I don't know how the complaint process works at the FCC as I've never run afoul of them, but as long as your power and technical setup (transmitter/antenna) and programming (no profanity or obscenities) are in compliance with the rules & regs, there's nothing illegal about a Part 15 station (just like a licensed facility), which dovetails with your quote. So if they have the hubris to try to use the FCC to harass a Part 15er just for the sake of harassing them, the FCC would doubtless ask them, "What is your complaint?" And if all they have to say is, "They're there," the agent would in all likelihood roll his/her eyes, sigh, and say, "Look, we have more important things to do than be pulled into a pissing contest between you and Mr. or Miss Part 15er just because you don't want the competition...contact your congressman or congresswoman and/or Senator instead of us and try to get the law changed. So, until you have a legitimate complaint, kindly leave us alone, and have a nice day."

Realistically speaking, the more they try to harass Part 15ers without any substantial evidence, the more they stomp on their own credibility with said FCC agents. The proverbial "crying wolf," if you will.

I just used this form to report a powerful pirate station that interferes with several licenced stations, including a class B 10 miles away. Let's see how long it takes to get that station off the air. The pirate station is Streetz 96.
 
I just used this form to turn in Radio Marti for violating international law by interfering with Cuba's domestic broadcasts.

Radio Marti does not have an FCC license, so it's a pirate.

Fair is fair.
 
Radio Marti is directly authorized by Congress.

I would like to see them add a "full power radio" complaint form ;D
 
let's fill up there complaint form with useless frivilous BS against full power stations. maybe they'll get tired and take it down. ;-)
